Peter is referring to a program used by the FBI/CIA for an operation similar
to wire taps, where the agency in question monitors incoming/outgoing emails
and TCP packets.  Of course, they cant actually intercept email and modify
it with *that* system, and unless they have a court order to allow them to
monitor the transmissions *and* the ISP hasn't complied with the court order
for whatever reason, they technically can't use it.

Not saying that they don't have something else that's been less publicized,
that can do that, but c a r n i v o r e (without the spaces) is not capable
of what he is claiming, and since what I've mentioned is part of what I have
read about the c a r n i v o r e specs, then technically, it is no longer
actually c a r n i v o r e if it can do what he is implying.

To dispell another rumor, I should mention that c a r n i v o r e is run on
s special machine that the FBI/CIA takes with them to the ISP, which has no
normal TCP/IP stack, to prevent hacking.  Therefore, no one needs to worry
about traces of it being left on a system after the court order's goals are
acheived.
