One problem that the ICD2 has (and ICD3, and "RealICE"), is that there is
only one tiny #28guage GND wire connecting the unit being debugged to the
ICD2/ICD3, etc. One #28AWG wire does NOT a GND make. A stout #18 test clip
soldered inside the ICD2 to GND helps immensely to reduce GND noise. Have
you tried that? believe me, it helps.
