Have you thought about a capacitively coupled switch. Sure, it could
be triggered by a nearby conductor, but a magnetic switch could be
triggered by an external field.
I'm thinking of a bridge type circuit that would become unbalanced by
touching the correct location - indented to minimise false operations?
I think it could be mad to work at the low voltages you need provided
that the internal impedances were made high enough and the thing could
be sealed up tight against dust & moisture.
Any latching would be electronic. I.e. it would be touch-on, touch off.
