I am looking for a way to model the surge generator from IEC 61000-4-5 in SPICE.

ST's whitepaper "IEC 61000-4-5 standard overview - STMicroelectronics"
(document DM00080038) gives a pretty good description of the open
circuit and short circuit behavior/waveforms of the generator.

Any ideal how to translate that (mathematically or otherwise) into SPICE?

Thanks,
Jason White

Oops, I found the answer I was looking for on Google!

TI's E2E community has a PDF called
"EFT-_2600_amp_3B00_-Surge-waveforms-and-Simulation-Models.pdf" that
contains a circuit model of the generator.

There is also some work done with LTSpice if you go on their Yahoo group and search the files.
