If you take care of power could you hook up a usb mass storage to the USB
port of an Android Phone?
Curiosity mainly...
How about specifically on a Dell Streak mini?
Thanks for any enlightenment caused...

It will depend on the specific device and what drivers they used for the USB storage support. I have seen where some devices recognize up to 16GB mass storage but not larger and other devices that recognize 500GB +.

Not sure what app/etc you'd need to access it, but I can tell you that Android OS only added USB host-mode support in 2.3.5, which I'm sure you'll need for this.
Cheers,
-Neil.

I use a pogoplug and access my files from my droid anywhere.

Most phones only have Slave mode; my tablet (running 2.2) only has
Host mode. A lot of the newer tablets now have both Host and Slave.
I think it may be doable if the source code for your phone is
available, someone's probably come up with an alternate ROM; I've seen
older phones with a kernel modification, that if you boot with a diy
USB dongle attached (a couple of resistors I believe) it would switch
to Host mode for that session. Others have added a boot option to
choose between Host or Slave (default)
