I am looking for a device that can connect one RS232 port (TX and RX) on an
embedded processor to one of several devices with serial ports and can be
controlled by a couple of I/O  bits on the controller. Can this be done?

Any enlightenment will be appreciated.

Use multiple RS232 transceivers (either all in one IC or separate).
Then use standard logic gates to route signals from processor pins to
appropriate transceiver. You could use eg CD4052 (from memory) analog
type multiplexer or a digital multiplexer . 2 pins for TXD/RXD and 2
pins for multiplexer control will give you 4 channels.

Some of the newer AVRs have four uarts.
