I picked OT here because the PICList Quick FAQ leaves no other option
that seemed appropriate for my topic.

I received this post as an untagged email to the discussion list.  This
is becoming more prevalent. Is it the desired policy to condone posting
in this manner simply because the poster is too inconsiderate to make an
attempt to properly tag his/her post. If the members are condoning this
sort of thing, then perhaps the concept of tagging should be re-examined.

From the PICList Quick FAQ:
/*"Important:*/ The PICList uses *topics* to help keep track of various
threads and off-topic posts. Therefore, your subject line must start
with ONE (and only one) of these labels: "

Notice the use of "must" in the quote.

Good choice. If one is going to complain then OT is probably the best place
to do it :-).

I just skimmed back through recent posts and it's not obvious that there are
very many posts that have no tag or that the prevalence is increasing,
although this may perhaps be the case.

If it does happen then some people repost the message with a tag added and
note that they have done so. That seems to be a good way of getting it into
circulation properly and of alerting the sender.

Sometimes these occur due to an oversight by the sender.

Sometimes it's due to an email client trimming off the leading tag. OEx does
this occasionally for reasosns that are not always obvious.

Sometimes it's due to ignorance on the part of the poster. This seems to be
fairly rare and if the message is tagged and reposted by someone else, as
above, it helps the original sender learn correct procedure.

A look at the recent postings of the member who posted this message shows
that they almost always post properly tagged messages. There is some
indication that there MAY be a technical problem somewhere as some of their
posts have malformed rather than missing tags. So it seems likely that in
this case it was an oversight which is probably not worth mentioning or a
technical fault.

So

Addressing those points:

   No.
   And so that doesn't apply.
   No.
   So, no that doesn't apply.

Indeed.

When I have observed it happening to an existing thread, it is always
because the original poster had put a : on the tag, which OE searches for
and removes, originally so you don't get multiple 'Re:' on the subject line.
