I've noticed a few clued-up radio hams and other RF guru's
on the list.

I want around 5dBm of 1Mbps BPSK at 1.5GHz. The options
seem endless, so if you have any good ideas on the modulation
circuit or amp, please give me your opinion.

The datastream will be generated by a PIC or Scenix chip.

Well they are not cheap (they were around £120 in 1990)
but very easy to work with
(only four pins....gnd,+,output(50 ohms/no maching required)and control voltage)
The output power is just over what you need
and they're very small (TO5 size)
they work great as a wide band FM transmiter
(FM modulate your bpsk as a subcarier on the 1.5Ghz)

Commercial Varactor-Tuned Oscillators - VTO 8000 Series

Commercial Varactor Tuned Oscillators
Avantek VTO-8000 Series oscillators use a silicon
transistor chip as a negative resistance oscillator. The
oscillation frequency is determined by a varactor diode
acting as a voltage-variable capacitor in a thin-film
microstripline resonator. This provides extremely fast
tuning speed, limited primarily by the internal impedance of
the user-supplied voltage driver. A typical oscillator can
be swept across its frequency band in less than one
microsecond.

The VTO-8000 Series varactor-tuned oscillators are
packaged in TO-8 transistor cans for simple installation in a
conventional 50-Ohm microstripline PC board. They are
ideal for the most compact, lightweight commercial and
military equipment designs.

ps: there is a VTO 9120 that goes from 1.2 to 2.0GHz with tuning voltage of 2.5±.5
   to +11±1 but I fear the price may be a lot higher

Avantec also make some neat modamps (Modular amp monolithic microwave IC's)
that you may like to check out for your reciever
they are like TO50 rf transistors but 50 ohms input/output
they are also quite cheap and easy to use...input/output cap and an RFC/resistor
to the output/power pin and gnd x 2
