Can anyone tell me if the 16C74 or 16C73 can be programmed on the fly
(in-circuit).
If so what is the best way of doing it?
If not can it be programmed down it's serial port?

You are aware that since these parts are EPROM based and not EEPROM based
that they can only be programmed once. Unless you do the somewhat odd
practice of bathing the entire board with UV light.

All the 16CXX parts can be programmed serially AFAIK. You need clock and
data to RB6 and RB7, 13V to MCLR, and GND.

I have just purchaced a PIC PROGRAMMER, designed by CHARLES MANNING
of Christchurch, New Zealand.
