I've checked on Holtek fairly recently. They're a Taiwanese company, with only one sales office in San Francisco. They don't want to talk to you unless you're interested in 100K unit purchases or more. Information Storage Devices in San Jose (408) 369-2400 sells a line of voice recorder chips in various sizes. They use a variation on the Flash EEPROM technology, storing analog levels instead of simple digital values. They're not terribly expensive, and they're available in small volume through distribution. There's also a source of the old SP0256 speech phoneme synthesizer chip.... BG Micro in Dallas, TX.
