I tried without luck to open the file that you post (modem.zip)
seems to be bugged, if you can, send it to my personal address
to avoid extra traffic on piclist that is already heavy :-).
The other modem with 4046 & 4049 never heard about it (?).

I don't know exactly for what are you needed this modem, the
XR2211 & 2206 works very good between 300 and 1200, and acceptable
at 2400 baud, but if you need more speed, or high noise inmunity
you may consider to change to MX GMSK chips (expensive and
difficult to adjust), or MANCHESTER modem
(very stable but uses a lot of bandwidth).

bla bla bla, i know everything, but still, - it's do not work :))))
Also, i included schematic of those PIC modem...
Please take a look on schematic and program and tell me can i use pic16f(c)84
instead of pic16c620
